1. YES___NO___ At the moment of either natural or artificial conception is there a living, unique and unrepeatable “innocent”, human being present, in either the womb or in vitro [Latin in glass] (As in fertility treatments or cloning)?
2. YES___NO___ Since murder is generally accepted to be defined as the direct, premeditated and intentional killing of one innocent human being by another, is abortion (by surgical abortion or chemical abortion, regardless of a human’s stage of development), murder?
3. YES___NO___ Are you publicly, & personally, against all abortions, all euthanasia, all artificial co-creation of human life outside the womb for the purpose of cloning or fertility treatment, all assisted suicide, all mercy killing and any and all foreseeable offenses against human life? Action Alert–LB 599! UPDATED!

Urge Legislature to Reinstate Access to Prenatal Care for Unborn Children

BACKGROUND

Two years ago, the federal Centers for Medicare and Medicaid Services notified Nebraska that its decades-long policy of insuring prenatal health care for unborn children in impoverished families under the Medicaid program had to be discontinued. Medicaid does not include the unborn as eligible recipients of prenatal health care in their own right. However, another joint federal-state program, the Children’s Health Insurance Program (CHIP), does just that. In fact, the CHIP program explicitly includes unborn children “from conception to birth” in its definition of “child.” This enables the state to provide coverage of prenatal health care regardless of the mother’s eligibility status–other than impoverishment–and in doing so recognizes the individual humanity of the unborn child.

Unfortunately, the Nebraska Department of Health and Human Services (NDHHS) has chosen not to apply for the unborn-child option available under CHIP. However, the Nebraska Legislature is about to begin debate on LB 599, a bill that would restore access to prenatal health care for vulnerable unborn children by requiring NDHHS to apply for the unborn-child option under CHIP.

ACTION

Contact your state senator–and any others you know or with whom you have a connection–by e-mail or phone. Urge others to do the same. Even if you acted on the previous alert on this matter, please do a follow-up, as the matter has become even more urgent due to scheduling on the bill.

MESSAGE

“Please support LB 599, to restore access to prenatal health care for vulnerable unborn children by means of the unborn-child option of the Children’s Health Insurance Program. As a Pro Life Nebraskan, I believe it is wrong to ignore and penalize unborn children in impoverished families because of the circumstances and actions of their parents. LB 599 is the right and caring thing to do.

WHEN

ASAP. LB 599 is likely to be called for floor debate sometime tomorrow-Tuesday, April 3rd.

House to Vote on Protect Life Act
It is anticipated that during the week of October 11, the U.S. House of Representatives will vote on the Protect Life Act, H.R. 358. Congress will observe the Columbus Day holiday on Monday, October 10, but will be in session Tuesday and the remainder of the week.
An NCHLA Action Alert can be found at: nchla.org/actiondisplay.asp?ID=286. Representatives should be urged to vote for H.R. 358 and to oppose any hostile weakening amendments.
The Protect Life Act would bring the new health care reform law into line with policies on abortion and conscience rights existing in other federal health programs.

In a letter today, I called on the Administration to live up to promises made during the health care debate by the President and some in Congress to protect conscience rights. The Department of Health and Human Services recently proposed a rule to implement the new health care law requiring all new health insurance plans to provide preventative services, including contraceptives and the “morning after” pill, at no cost to the patient. It included a “religious exemption” clause, but it is too narrow. Many faith-based businesses, hospitals and other organizations will be faced with the difficult choice of complying with this rule against their deeply-held convictions or dropping health care coverage entirely.

I’m deeply disappointed in the rule, though I can’t say I’m surprised. Throughout the health care debate, I continuously warned that it did not go far enough to protect life and conscience rights, and it is one of the many reasons I voted against it. Pro-life individuals were misled when they were promised the protection of conscience rights during the health care debate. I said all along the health care bill did not go far enough to protect life, and this latest rule is one more example of the law’s broken promises.
