Senator Johanns e-Update
October 6, 2011
In a letter today, I called on the Administration to live up to promises made during the health care debate by the President and some in Congress to protect conscience rights. The Department of Health and Human Services recently proposed a rule to implement the new health care law requiring all new health insurance plans to provide preventative services, including contraceptives and the “morning after” pill, at no cost to the patient. It included a “religious exemption” clause, but it is too narrow. Many faith-based businesses, hospitals and other organizations will be faced with the difficult choice of complying with this rule against their deeply-held convictions or dropping health care coverage entirely.

I’m deeply disappointed in the rule, though I can’t say I’m surprised. Throughout the health care debate, I continuously warned that it did not go far enough to protect life and conscience rights, and it is one of the many reasons I voted against it. Pro-life individuals were misled when they were promised the protection of conscience rights during the health care debate. I said all along the health care bill did not go far enough to protect life, and this latest rule is one more example of the law’s broken promises.

A telemed abortion is abortion via a teleconferencing service similar to “Skype.” Patients are put in a room where an off-site abortionist appears on a computer monitor and explains the medical abortion procedure to them over an Internet hook-up. After the brief teleconference, the dangerous abortion drug RU486, also known as Mifepristone and Mifeprex, and its counterpart, Misoprostol, are prescribed. The drugs are then administered to the patient by a nurse or “clinician” who may or may not be licensed. The patient presses a button an on computer screen that opens a box containing the abortion drugs. The patient is never physically examined by the medical doctor prescribing the drugs – or any other, for that matter – and never sees the abortionist again.

Increased Risks To Women

This development should trouble those who are concerned about the health and safety of women and their pre-born babies.
Mifepristone (Mifeprex or RU 486), the main component of medical abortions, has been responsible for at least eight abortion deaths and over 1,100 serious complications in the United States alone. It is recommended only for early abortions under nine weeks gestation. In addition, medical abortions carry a 7-20 percent failure rate, depending on how the pills are administered. Women who suffer failed or incomplete abortions would require them to be completed surgically or face life-threatening complications. With no doctor in sight, that presents a new danger to women.
Described by one Planned Parenthood receptionist as a “self-induced miscarriage,” the medical abortion process takes days, can be very painful, and involves heavy bleeding and cramping until the pre-born baby is expelled. Yet, the only follow-up offered by Planned Parenthood is a recommended appointment in “two or three weeks” after the abortion where a second ultrasound is offered to make sure the “pregnancy no longer exists.”

This follow-up care is completely inadequate. If tissue from the pregnancy is retained, that presents a risk of infection to the woman that could kill her, especially if care is delayed 2-3 weeks.

In a recently published study conducted on 120 women who underwent medical abortions at 9 weeks, 34 of the women (28%) retained tissue. Fetal heartbeats were detected in fourteen of those pregnancies (11.6%), but abdominal ultrasound only detected the heartbeats in ten of those cases for a 29% failure rate. The study concluded that abdominal ultrasound examination alone is not entirely reliable after medical abortion and also concluded that the higher the woman’s body mass index, the higher the risk of not detecting retained tissue or even a complete pregnancy.

“I cannot imagine a woman going through the process of miscarriage, either natural or forced, and not having access to a physician, especially for follow-up care,” said Newman. “Any number of things could go wrong, and to never actually be seen by a licensed doctor during the entire process seems risky at best, grossly negligent, and perhaps criminal.”

Following is wording of LB 521 Ban on Webcam Abortions:

=============> Letter Sample

Dear Senator NAME OF SENATOR HERE,

I am writing to ask you to please vote for LB521 out of the judiciary committee, which was introduced by Senator Tony Fulton to Ban Webcam Abortions in Nebraska.

Telemed abortions are being done in Iowa, by the Planned Parenthood of the Heartland, where medical abortions are offered in 16 clinics throughout Iowa, but only four of the clinics actually have doctors. At the other twelve, smaller clinics, telemed abortions have become routine.

After the brief teleconference, the dangerous abortion drug RU486, also known as Mifepristone and Mifeprex, and its counterpart, Misoprostol, are prescribed. The drugs are then administered to the patient by a nurse or “clinician” who may or may not be licensed. The patient presses a button on a computer screen that opens a box containing the abortion drugs. The patient is never physically examined by the medical doctor prescribing the drugs – or any other, for that matter – and never sees the abortionist again.

Thank you for your consideration.

LB 192 would mandate sex ed in all public schools in Nebraska. Four of us went to Lincoln to voice our concerns.
The other issues preceding our hearing were about animal breeding and education for blind students.
We noticed a blind woman who stayed to hear the pros and cons of sex ed as she took notes on her Braille machine. First presenters were those wanting to force sex ed on the whole NE school systems, starting with middle grades. When it was time for the opponents – those of us who know this is another way to push birth control methods philosophy – we were joined by NE Catholic Conference, Omaha Public Schools Bd. of Ed. and other school districts who oppose it for a variety of reasons.
Interestingly, the panel asked questions of those who are in favor of sex ed – so they had MUCH more time allotted. We each got our 3 minutes –the panel did not ask us questions.

Other Info about PP:
•	Why didn’t PP call the police when the “pimp” was in the clinic instead of waiting a week – when they found out they were “stung.”
•	They had to “re-train” their staff after another sting in Dec of 2008 – didn’t sink in.
•	PP claims their staff acted “professionally” – does that mean they told them how to use the system and not get caught?
•	It is a federal crime to aid and abet in the trafficking of underage persons. PP was willing to give secret abortions, birth control and the services that a pimp would need to keep his sex slaves on the street.

I believe it is still in committee, but it sounds very dangerous and a way for Planned Parenthood to get in all the schools to promote contraception, increasing teen sexual activity and pregnancy. Recently, a 10 year study was completed in Spain to study the effect of increased use of contraception by women ages 15-49.

Every year that goes by, over one million children in the womb are brutally murdered through abortion.

The key to unraveling this tragedy is a simple one and it has been known since before Roe v. Wade.

It is Personhood.

During oral argument of Roe, Chief Justice Warren Burger explained to pro-abortion attorney Sarah Weddington that by declaring “by statute that a fetus is a person for all constitutional purposes” a state could outlaw abortion.

By stripping personhood from the unborn, their right to life was revoked. By returning personhood to the weak and the powerless, we can restore their dignity and right to life as human beings. It really is that simple.

African slaves were denied their personhood and were therefore treated as property, bought, sold, and bred as animals. Jews were not considered full persons, so their property could be confiscated and their people eliminated. When Spanish conquistadors colonized America, many wealthy landowners fought to convince the Spanish crown that non-Christian “indians” were not legal persons and could therefore be enslaved.

Personhood is the key to all human rights.
That is why at the heart of the Roe v. Wade opinion is the following heartless pronouncement, written by Justice Blackmun, “the word ‘person’ … does not include the unborn.”

Not once, since 1973, has the Supreme Court been challenged to reconsider Blackmun’s terrible words.

With federal and judicial tyranny at its apex, we the undersigned request that our Nebraska legislators stand up for life in a bold and principled way.

We, the undersigned urge you to support a personhood measure that recognizes that the preborn child is a person with the unalienable right to life.

We, the undersigned expect you to stand up for the values of the people of Nebraska by no longer cowering to a federal and judicial tyranny that mandates the destruction of our morals, our families, and our posterity.

We, the undersigned will hold you accountable for your action or inaction in bringing about and supporting a personhood measure, and we will vote accordingly.
