			<content:encoded><![CDATA[<p>Wisconsin Planned Parenthood Halts Medication Abortions While Bans March Through States</p>
<p>Madison, WI &#8211; Planned Parenthood announced last week that it would stop dispensing abortion pills at all of its Wisconsin locations after Gov. Scott Walker signed a bill into law banning the dangerous drugs without the presence of a license physician. This law virtually bans the practice of telemed, or webcam abortions.<br />

<p>Medication abortions account for about 25% of all abortions in Wisconsin.</p>
<p>&#8220;This new law will certainly save lives and we thank the Wisconsin Legislature and Gov. Walker for acting to protect women from predatory webcam abortion practices that attempt to increase abortion profits by cutting corners on women&#8217;s health and safety,&#8221; said Troy Newman, President of Operation Rescue and Pro-Life Nation.</p>
<p>&#8220;This has been a textbook example of how activism encourages legislation. Once we discovered the webcam abortions in Iowa, we worked with other organizations to create legislation. That legislation has been picked up by other groups and guided through the legislative process. The result is positive change and increased protections for women that will result in fewer abortions.&#8221;</p>
<p>Operation Rescue first uncovered the experimental abortion pill distribution scheme that was being conducted by Planned Parenthood of the Heartland in Iowa, and reported on it in March, 2010, then exposed plans by Planned Parenthood Federation of America to expand the scheme into every one of their clinics nationwide.</p>
<p>Since then several states have worked to prevent the expansion of the dangerous abortion process. Wisconsin joins Arizona, Nebraska, Kansas, and South Dakota in banning webcam abortions. North Dakota and Oklahoma have also passed webcam bans that are currently in the process of litigation.</p>
<p>Elsewhere, a ban on webcam abortions passed its final hurdle in the Minnesota Legislature last Wednesday, and now heads to the desk of Gov. Mark Dayton, a pro-abortion Democrat. It is unknown whether he intends to sign the bill or exercise his veto.</p>
<p>The following day, another webcam abortion ban overwhelmingly passed the Missouri House with a vote of 109-24. It now moves on to the Senate.</p>
<p>Webcam bans have also been introduced during the current legislative session in Alabama, Indiana, Iowa, Michigan, Mississippi, Oklahoma, and Tennessee, according to the Guttmacher Institute, a pro-abortion organization that tracks abortion trends. In addition, Rep. Steve King of Iowa is seeking federal legislation to stop webcam abortions.</p>
<p>During the webcam abortion process, the abortionist conducts a brief interview with a potential abortion patient in another location over an Internet video conferencing connection. The abortionist then pushes a button on his or her computer screen that releases a &#8220;cash drawer&#8221; containing the abortion drugs. The woman self-administers some of the drugs immediately and is then released to take the rest of the drugs at home. The patient is never examined by a licensed physician, and in the case of an emergency, there is no accessibility to the prescribing abortionist. The process violates FDA safety protocols on numerous points.</p>
<p>The abortion pill, known as RU486, Mifepristone, or Mifeprex, is responsible for at least 16 patient deaths and thousands of abortion complications. When the pills fail, a surgical abortion can be necessary to save the woman&#8217;s life from infection caused by retained fetal tissue.</p>
<p>&#8220;There can be no doubt that halting the misuse of abortion drugs will save the lives of women and their babies. Because of this we are working to halt the practice of telemed abortions nationwide,&#8221; said Newman.</p>

			<content:encoded><![CDATA[<p>Early this morning, campus police at Western Kentucky University (WKU) refused to stop vandals from draping condoms on the top of small crosses in the campus stadium – these crosses, all 3,700 of them, symbolize how many unborn children die through abortion each day in the US and were installed by the Hilltoppers for Life group on campus. The vandals were art students who claimed the condoms were part of an art project.</p>
<p>The Hilltoppers for Life group members, who had been keeping an eye on their display through the night in reaction to similar acts of vandalism to pro-life displays at other campuses including nearby Northern Kentucky University, asked the art students to stop and then called campus police.  The students refused and the campus police just stood by and watched.  The police claimed that they, “couldn’t do anything because the condoms aren’t actually vandalization,” even though the crosses are the property of Hilltoppers for Life and they have the administration’s permission for their display.</p>
<p>Claiming vandalism as art is disingenuous and disturbing at best. The desecration of the crosses at WKU is sacrilegious, offensive, and borders on a hate crime. While we have seen vandalism before at other campuses across the nation, it is not uncommon for students to face opposition of this nature but usually the campus police do help out and stop the vandalism rather than hide behind some ‘artistic expression’ excuse. <p>1) Call or Email WKU Dean, Dr. Dennis George at 270-745-8723 or dennis.george@wku.edu to express your outrage and demand the university apologize to WKU Hilltoppers for Life and better train the campus police force so that they learn that putting condoms on some one else’s crosses is not art or freedom of expression, it is desecration and vandalization.</p>

On February 10, the Administration adopted as a final rule “without change” a mandate requiring almost all private health plans under the new health care law to include sterilization, all FDA-approved birth control (such as the IUD, Depo-Provera, ‘morning-after’ pills, and the abortion-inducing drug Ella), and “education and counseling” to promote these to all “women of reproductive capacity.” The rule allows only a very narrow exemption for a “religious employer.” Religious organizations providing education, health care and charitable services to all in need cannot qualify for the exemption. They will have an extra year to comply.<br />
Message to HHS: On March 21, HHS published an “advance notice of proposed rulemaking” (ANPRM) that suggests various ways the new mandate can be applied to religious organizations (Federal Register, 3/21/12, 16501-08). The ANPRM does not address the fundamental legal and moral concerns about government intrusion into religious ministries. Whatever funding and administrative mechanisms are ultimately chosen, many deeply religious institutions that serve the common good will be forbidden to provide their own employees or students with health coverage consistent with their values.  The deadline for comments is June 19.<br />
Message to Congress: While the response to the ANPRM is the primary focus of this alert, it is also important to continue to urge Members of Congress to support the Respect for Rights of Conscience Act (H.R. 1179, S. 1467). With the Administration’s insistence on its contraceptive mandate, this legislation is needed to ensure that those who participate in the health care system “retain the right to provide, purchase, or enroll in health coverage that is consistent with their religious beliefs and moral convictions.” On March 1, the Senate voted, 51-yes, 48-no, to table this bill when it was presented as Senate Amendment 1520 to the Transportation Authorization Bill. As Sen. Roy Blunt (R-MO), the amendment’s sponsor, stated: “This fight is not over.”<br />

<p><strong>BACKGROUND</strong></p>
<p>            Two years ago, the federal Centers for Medicare and Medicaid Services notified Nebraska that its decades-long policy of insuring prenatal health care for unborn children in impoverished families under the Medicaid program had to be discontinued.  Medicaid does not include the unborn as eligible recipients of prenatal health care in their own right.  However, another joint federal-state program, the Children&#8217;s Health Insurance Program (CHIP), does just that.  In fact, the CHIP program explicitly includes unborn children &#8220;from conception to birth&#8221; in its definition of &#8220;child.&#8221;  This enables the state to provide coverage of prenatal health care regardless of the mother&#8217;s eligibility status&#8211;other than impoverishment&#8211;and in doing so recognizes the individual humanity of the unborn child.</p>
<p>            Unfortunately, the Nebraska Department of Health and Human Services (NDHHS) has chosen not to apply for the unborn-child option available under CHIP. However, the Nebraska Legislature is about to begin debate on LB 599, a bill that would restore access to prenatal health care for vulnerable unborn children by requiring NDHHS to apply for the unborn-child option under CHIP.</p>
<p><strong>ACTION</strong></p>
<p>Contact your state senator&#8211;and any others you know or with whom you have a connection&#8211;by e-mail or phone.  Urge others to do the same.   Even if you acted on the previous alert on this matter, please do a follow-up, as the matter has become even more urgent due to scheduling on the bill.</p>
<p><strong>MESSAGE</strong></p>
<p>&#8220;Please support LB 599, to restore access to prenatal health care for vulnerable unborn children by means of the unborn-child option of the Children&#8217;s Health Insurance Program.  As a Pro Life Nebraskan, I believe it is wrong to ignore and penalize unborn children in impoverished families because of the circumstances and actions of their parents.  LB 599 is the right and caring thing to do.   </p>

<p><strong>U.S. House Passes Protect Life Act, 251-172!</strong><br />
WASHINGTON (Updated October 13, 2011,7:30 PM EST) &#8212; The U.S. House of Representatives this evening passed the NRLC-backed Protect Life Act (H.R. 358) by a vote of 251-172.</p>
<p>The Protect Life Act would nullify the multiple abortion-expanding provisions of the 2010 federal health care law (&#8220;ObamaCare&#8221;).</p>
<p>On October 5, Secretary of Health and Human Services Kathleen Sebelius vehemently defended the 2010 health care law in a speech to a NARAL Pro-Choice America fundraiser, saying &#8216;we are in a war&#8217; with critics of the law.   On October 12, the White House issued a formal veto threat against the Protect Life Act.  &#8220;President Obama won enactment of ObamaCare in 2010 partly by pretending that the bill did not expand abortion &#8212; but now the mask is coming off,&#8221; said NRLC Legislative Director Douglas Johnson.</p>
<p>In an October 6 letter to U.S. House members, NRLC noted that the Patient Protection and Affordable Care Act (PPACA, Public Law 111-148, &#8220;ObamaCare&#8221;) &#8220;. . . contained multiple provisions that provide authorizations for subsidies for abortion, both implicit and explicit, and also multiple provisions that opened doors to abortion-expanding administrative actions.&#8221;  The Protect Life Act would prohibit the use of any PPACA-authorized funds for abortions or to subsidize health plans that cover abortions, except to save the life of the mother, or in cases of rape or incest.   The Protect Life Act would not restrict the sale or purchase of insurance coverage for abortion with non-federal funds.</p>
<p>During today&#8217;s debate, opponents of the bill repeatedly claimed that it would allow hospitals to deny women &#8220;emergency&#8221; abortions.  In reality, the bill does not change the longstanding federal law in question, called EMTALA, which requires that in an &#8220;emergency&#8221; a hospital must do its best to stabilize both the pregnant mother and her &#8220;unborn child&#8221; (which is the term used in the statute).  The Protect Life Act allows federal funding of an abortion required to save a mother&#8217;s life.</p>
<p>The Protect Life Act is sponsored by Congressman Joe Pitts (R-Pa.) and Congressman Dan Lipinski (D-Il.).  On today&#8217;s vote on passage, the bill was supported by 236 Republicans and 15 Democrats.  It was opposed by 170 Democrats and two Republicans.</p>

<p>As I&#8217;ve mentioned in previous updates, the Obama Administration has issued a new policy (as part of the new healthcare act) that forces most private health plans to provide coverage for birth control and sterilizations at no charge (no co-pay, no deductible).  The U.S. Department of Health and Human Services (DHHS), which drafted and is implementing this policy, is accepting public comment until the end of September. </p>
<p>The U.S. Conference of Catholic Bishops (USCCB) is urging Catholic individuals, institutions and groups to submit comments urging DHHS to rescind this policy which represents an &#8220;unprecedented attack on religious freedom.&#8221;  They have produced an urgent nationwide bulletin insert that they are asking all parishes to distribute. <p>The USCCB has made it VERY easy to submit online comments with a pre-printed message that allows the sender to add his/her own comments.  The link above also provides an opportunity to send a message to our elected officials in Washington urging them to support the Respect for Rights of Conscience Act (H.R. 1179/S. 1467) which would allow exemptions (based on moral or religious beliefs) from this coercion .  Congressman Jeff Fortenberry introduced H.R. 1179 and Congressmen Lee Terry and Adrian Smith are co-sponsors.  Sen. Mike Johanns is a co-sponsor of S. 1467.  Sen. Ben Nelson has not yet co-sponsored the bill and should be urged to do so.</p>

<p>Sidewalk Counseling Workshop at St. Robert Bellarmine<br />
If you&#8217;ve ever wanted to pray outside an abortion clinic but were intimidated or didn&#8217;t know where to start, please join Heather Gardner &#038; Elizabeth McClung, counselors from the Austin Coalition for Life (who helped Abby Johnson walk away from Planned Parenthood), at a special two-part workshop. The first part will be held Thursday, September 15th, from 6 p.m. &#8211; 9 p.m. at St. Robert Bellarmine Parish at 119th &#038; Pacific streets. The second part will be an observation and prayer time in front of the Carhart abortion clinic in Bellevue on Friday, September 16th, at 7:30 a.m.</p>

His speaking schedule is below.  Training workshops will provide information on how to keep PP out of a community.  The general audience talks will explain why it is important to keep PP out.</p>
